RSM is not enough, if anything Neji would awaken the Tenseigan, the Rinnegan can only be awakened by Hagoromo's descendants because they have his DNA, Hyuga DNA is from Hamura and therefore they have no potential for his or Indra's dojutsu.

By blood he's related to hinata whom is related to hamura and hamura related to hagoromo. They are all connected so neji getting rinnegan wasn't far fetched
