Come to think of it, I haven't really seen too much of Neji ever since Shippuden started. It's not really fair to underestimate him, but at the same time Shikamaru has a lot of strong long range moves that would be effective against Neji.

neji was never shown to throw put kunai at waist and if he does shika uses neck bend

Neji wins.
Shikimaru has low stamina and lacks battle prowess, he is nothing more than a support ninja or someone to use to stall the enemy. He is better suited to advise someone and give strategic advice to a stronger ally such as Neji or the Hokage.

Mono e mono fights are just not for Shikimaru point blank. I believe he would lose to all of the Konoha 11 with the exception of Ino and even then it's still a toss up.

There is no way for shikamaru to trick neji into getting shadow binded since neji can see chakra at 360 degrees. Not only that, neji has a long-range tech that will give shika hell.
