Shikamaru wld win 4 me coz he is smart,tinks of strategies.he is a 1000 step ahead of his opponent or enemie.he attacks at da right time,full of suprises,intelligent.he is confidence,couragous,brave,he concentrate in battle & serious,never gives up. not that neiji dont have these qualities,but in shikamaru it over flows.

Brains vs Byakugan
Im thinking Neji. Shikamaru usually doesnt do well in one on one fights where he doesnt have a squad to distract the opponent long enough for him to plan a strategy. And since a majority of his plans rely on ninja tools, which Neji can repel, than he is at too many disadvantages

Neji wins.
His Byakugan negates any surprise tricks and traps that Shikamaru may throw at him, and his Rotation serves the same purpose to dispose of several attacks at once.I do believe, however, that Shikamaru's Shadows could pass through Neji's ultimate defence, but with the knowledge of them I'm sure Neji can avoid them.
Shikamaru is a genius, but Neji is not far behind and is far more adept in battle prowess.
