I would say shikamaru would win.

Neji is a close range fighter and it would be hard for him to get close to shikamaru because of all of his shadow techniques

Shikamaru if he holds Neji he beats him cause Neji's all about hitting the enemy with his gentle fist so if he can't move he can't win

thats a good question. im not sure if his rotation can repel ninjutsu as well as physical attacks

shika is smarter but neji is also smart plus he is stronger so i go with neji if nothing else he could out last shikas chakra then get in close end it there

doesent shika have a low amount of chakra?
If he does neji would outlast him because of his stamina. For me the only way shika could win is if he tries to keep neji at a long enough range and finish him off then and then.

It's stupid to say Shikamaru would win solely because of his shadow techniques. Neji has the Byakugan which gives him 360 degree vision. It won't be easy for Shikamaru to catch him..

Also, the shadow techniques aren't enough to completely keep your enemy at bay. Sooner or later they will get in range. Neji's no fool. He'd find a way to get in and attack Shikamaru's tenketsu. Shikamaru's intelligence is unrivaled, but I'm not sure how far he'd make it against someone as strong and as smart as Neji

Also note, Neji wasn't the only Konoha 11 member to reach Jounin without good reason. He was already the best out of the group in their Genin days. Considering he's the only one to make it to Jounin, he's pretty god damn strong by now.
