If we are talking about Jonin Neji, Neji without a doubt.Sasuke with a regular sharingan and no curse seal isn't good enough.If we are talking about Genin Neji and Genin Sasuke, still neji would win.

This is dumb.You seem to forget naruto call on the power of the nine tail fox to beat Neji.Without the fox's power during that fight, naruto would have lost easily.Neji had already block all his chakra points.Sauke doesn't have anything to come close to that without the curse seal, maknig him far to weak to fight neji.

Sasuke is too fast and the sharingan for a fast person is basically the ultimate taijutsu counter. It tracks movements and predicts where they are going. The Byakugan does neither of those.
Byakugan is in my opinion used mostly for scouting purposes and reconnaissance. I mean it can also see chakra but all of it's abilities are purely related to the visual aspect. It doesn't allow you to memorize jutsus, you can't copy movements, can't predict opponents moves, nor does it track faster movements than a normal eye.
Instead it see all around it (359-360 degrees), has x-ray vision, has telescopic and microscopic vision, and can see chakra ( including chakra points which the sharingan cannot see)
SO my point is that Neji's gentle fist would be nullified against a fast sharingan user. Byakugan against sharingan us a bad match up because of the movement tracking and predicting bonuses afforded by the sharingan.
The only thing that Neji has against Sasuke is his heavenly spin, which is just chakra being spun in a circle to repel things, my idea being that with enough force and power going into it an attack can easily break through it (kirin)

Sasuke still woops neji. Neji isn't at sasuke's level, sasuke has too much advantages (speed, reflexes, stamina, more powerful jutsu) than neji.

I still say Sasuke. He followed Naruto's tailed cloak mode with his 3 tomoe. I'm sure he can beat Neji.

Neji owns if sasuke dont have nothing surpass sharingan. sasukes taijustu or ninjustu wont wont work on neji. his reflexes and reaction time is faster. it does more than just scouting, it sees weaknesses to shut down the body so thats where sasuke fails. xd

I disagree.Firstly, according to the last databook, Sasuke and Neji have the same speed, so speed is neither an advantage or disadvantage for either shinobi.But if both shinobi are on equal footing with speed and one is a taijutsu expert, I would give a slight advantage to the one who's better with taijutsu in a close combat fight, which I assume a fight between neji and sasuke would be. Secondly, sharingan can track movements but it has been shown enable to predict on unorthodox movements, and Neji can release chakra from every point in his body.Also, heaven spin is not just defensive weapon, but an offensive weapon because it sends the force of a shinobi's attack right back at him.I know this would be impossible to do this to kirn, but I think Kirin is not a realistic option in a real fight.Every opponent isn't Itachi, who basically help Sasuke use kirin.I don't any shinobi would allow sasuke to first heat up the atmosphere and use kirin.This would leave sasuke without any attack that I think can penetrate heaven spin.

The Databooks has Neji speed and stamina at the same level as sasuke.We don't know about Neji reflexes, but we can assume they are as fast if not faster than sasuke from what we have seen in the anime/manga.Also, sasuke jutsu aren't that powerful.Remember, he has no curse seal or advance sharingan abilities.You take away those two things and sasuke most powerful jutsu is kirin which takes far too long to prepare.

I listed the abilities of the Byakugan. I already said it sees the tenketsu (chakra points).
However you obviously don't understand at all. Sasuke is faster than Neji. That is just a fact.
However it wouldn't even matter if he was faster because of the taijutsu benefits granted directly from the sharingan.
In terms of pure taijutsu, I repeat only in how they affect taijutsu, here are the abilities of the two.
The Byakugan allows you to see where you need to hit, and you have a 360 degree vision.
The sharingan on the other hand allows you to track speeds much faster than you would normally be able to even see, and it predicts where the opponent will be by reading subtle muscle movements.
Because of this the sharingan user does not need to be faster or even as fast as their opponent. Was Sasuke as fast as A? NO, yet he hit him with a chidori. How? Because his sharingan showed him where A was going to be and Sasuke aimed there. Thus the only way to beat a sharingan user in a fight is to be either insanely fast, (A after raiton armor, Sage mode, Minato) or to be completely unpredictable in your movements ( Bee in swordfighting).
So Neji would never be able to touch Sasuke because Neji is not faster than Sasuke let alone near fast enough for Sasuke to be unable to read his movements. So neji's one ultimate attack is almost completely nullified. He has the heavenly spin which repels attacks but I already said why that wouldn't work against someone who can overpower it with either extreme force or chakra. Plus it wastes an insane amount of chakra since the Byakugan user is surrounding their body with a circle of chakra.

Sasuke fought Killer Bee with three other shinobi's and MS.He fought Danzo with MS and Karin helping him.Sasuke would be fighting Neji by himself with a regular sharingan.

Beginning Part 2 base sasuke is strong enough to beat naruto, yamato, sai, and sakura combined. There is no way neji is beating him.
Neji's reflexes? What have we seen from him since the chuunin exams and rescue sasuke arc? He got trapped by the clone of the 30% kisame's water dome, that's reflexes for ya. While yamato, naruto, and co were all astonished by sasuke's amazing speed. Even deidara was amazed at sasuke's speed. Neji has gotten no such comments.
Sasuke still has his many raikiri variants, chidori spear, chidori sword, regular chidori, and his standard sharingan was perceptive enough to let him blitz the raikage. Base sasuke is at a whole different level than neji.
