We don't know because Kishi hates them. They're always been sparring partners though so they know a lot about each other and their abilities. They're both really serious about training so they could have.

LOL agree Kshi hates them so much that he always makes Neji inferior seemingly and indirectly while he is so unfair with Lee that he deprived him of ninjutsu and genjutsu.

Naruto was away for long time and never participated in any exams which is why he never advanced. you cant pass a test you cant take. Neji and Lee progressed and trained together with similar training from the same sensei in the same team. Neji improved faster and better than Lee did for obvious reasons. He is the more advanced ninja. they dont have to fight in order for us to see who is better. If Neji is capable of passing an exam Lee hasnt then the answer is obvious.

Tough one. Guy seemed to think that the gates were enough for Lee to beat Neji. I'm not so sure.

If Lee opens the gates from the get-go, he wins. If he first tries to fight normally, Neji shuts down the chakra flow removing the gates from the equation, resulting in a Neji win.
