You can't really say that, since we don't see him actually say anything in regards to prep time... In 614, he comments on needing to mold chakra to use it...

He'll survive long enough to use it. He can drop himself 20meters in the ground then he puts up Rock Shelter to block any attacks until the Mountain sandwich is ready.

Neji's attacks would definitely be strong enough to break through the rock defense.

He has a pit that goes down 20 meters where he's hidden by walls of earth and shelter. But also 10 meters down into the pit is solid earth walls for 8 meters. Even if Neji could break through eventually, while he's destroying the walls he could get smashed by earth moving core.

Just one possible scenario.

Neji wins. even if for some reason he couldn't break LoS in the forest, he can still stay close to kitsuchi out in the open.

if kitsuchi goes under ground immediately, neji stays on top of him.

if he tries to use an earth trap, neji uses kaiten then closes in

if he goes 4 the full size mountain sandwich, byakugan sees it coming~shunshin & kitsuchi gets proximity blitzed before completing the jutsu, unless he aborts it & retreats.

So to conclude, I don't think kitsuchi can snipe hit neji w/ a big rock before neji invades his personal space
