tbh i think neji because he seems to be smarter than jugo and can disrupt his chakra even if jugo is strong getting past neji "rotation" is still difficult

neji when jugo goes on a rampage he is all but mindless and nejis gental fist would mess him up stop his chakra flow i just dont see jugo beating that many people

but if he could control his transformation and think while in it i think he would have a really good chance
