As you all know Itachi is one of the most talented ninja's in the naruto world. He is feared by most. Itachi is considered to be very smart and tactical, also very fast and has few of the most deadliest jutsu's.
Itachi is known to be the second best genjutsu user (first being shishu)
Itachi capabilities are:
GenJutsu (paralysis, tsyokme)
Ninjutsu (ability to copy other's ninjutsu and has a few of his own shuch as the fire ball), also has susunno which is very powerful in both attack and protect. another ability is amturasu( flame that does not extinguish only by the user).
I believe neji has a strong chance in beating Itachi, reason:
Neji has the byakgun which gives a 360 degree sight, and also shows the flow of chakra in one's body.
Neji is also considered to be intelligent. Due to his eye he has the ability to see through Genjutsu, also along him to spot out weak points in the opponent. he also has the ability to poke the person and cut of there supply of chakra (not sure what the name is, but he says 2 pan or something like that. these pokes are delivered in high numbers in a few seconds which renders the opponent the ability to move).
Another Trick that neji has is spinning around in a 360 degree releasing chakra from his pores creating a down graded few second susunno is what i call it. This 360 spin repeals all attacks.
Thus giving me the idea that Neji does stand a fair amount of chance against Itachi.
