Kakashi wins because Neji has no real part 2 speed feats. Sharingan never made Kakashi faster. It just helped with his pre-cog. Neji is NOT faster than him, nor is he smart enough to counter Kakashi enough to make a difference. Kakashi has plenty of jutsu to keep Neji on his toes the whole time and then finish with a clone feint. You all SERIOUSLY underestimate Kakashi just because he doesn't have sharingan.
