If sharingan couldn't keep up with base lee with weigt movement then there's no way in hell it'll keep up with the strongest taijutsu style. And chidori is made out of Chakra rotation blows out chakra therefore its useless and even if it hits him neji has a great pain tolerance (was able to endure kidomaru stromgest arrow)
