I believe Neji had passed away too soon, here's my argument.
I think with all the talent and brains Neji had, I believe Neji could have seemed a lot stronger than he was if Kishi had used him more within the story plot. Neji just had everything the talent, the brains, the skill, and ext. yet he could have been so much more than how he was portrayed in the manga and anime because of all the potential he had. At one time before the time skip it had seemed to readers/viewers that Neji was simply a phenon among his class, and when the time skip had come along that all simply vanished. Then again Neji isn't considered to be among the main characters within the story so in the end. Conversely however, as you can tell since Saskue is one of the main characters so this means all the ties he has connected to (jutsu, background, and ext) ties in to his family which has been portrayed time after time. With this into perspective this allows Kishi to focus on what he can implement into the Uchiha clan, I mean look at what Kishi had given the Uchiha clan, I mean its obvious its all the jutsu's. Due to all the "buffs" and attention Kishi had provided, Neji simply falls short because the Hyuga don't have any real substantial jutsu to compete with Uchiha's all because Kishi had not given the Hyuga's sufficient attention, therefore weakening Neji's status as a ninja. In all actuality, knowing that Neji wasn't a main character ultimately lead him to be as he was. Its simple if viewed at in a general perspective, without sufficient attention, progression is hindered, this is what had happened to Neji. I believe Neji was just gone too soon, and who'll be next?
