Tsunade simply isn't fast enough nor is her Taijutsu fast enough to ever Catch Neji/Hiashi off guard, Let alone land a strike on them. Katsuyu is tsunades only hope.

Plus you're completely Forgetting the Neji can sense any attack incoming simply by covering himself/The area around him in chakra, The moment he sense her attack, he can dodge. Hiashi most likely can do the same.

Your underestimating Neji alot, not only is Neji's Taijutsu most likely superior, he is much faster than Tsunade is also. His strikes are also much faster than tsunades punches.

With Neji's 360 vision and the ability to sense incoming attack before they even reach him, combine this with his 4.5 compared to Tsunades 3.5, Neji will have no problems dealing with her in close combat, He also had Air palm to ranged attacks if needed.

I agree tsunade would beat neji with Katsuyu, But without her, I doubt it.
