Her natural strength was great enough to lift and swing Gamabunta's sword. So if she hits Neji/ Hiashi, she most likely breaks a few bones in their bodies.
And stating she can't land a hit is nothing but ridiculous.
She used CES. Naruto was able to focus chakra in his legs (not just feet) to increase his speed. This is also back when he had the Gogyō Fuin on, effectively giving him the worst chakra control to ever be seen in the manga.
Which is when rotation comes in. If ANY hits were to get through to Neji,(which I doubt slightly considering his great speed, reflexes, and taijutsu prowess) His rotation could be able to knock her back, giving him an opening to strike while she's down.
I'd go as far as to say that she wouldn't hit him at all. Though I disgree with the Kaiten point.
If her CES punch were to connect with Kaiten it would definately break through, but the spinning chakra would be smashing against the side of her arm and redirect the blow. This is actually adventurous as Neji would recover faster and be able to land Jyuuken attacks or strikes on the Tenketsu.
And you also know that I think there are certain other Ninjas that beat Neji in CQC :yeah:
