need help with a picture

is there anyone here who can increase the size of a picture to 400 pixels wide? I don't know what I can offer but positive reputation but we can work something out I really need help

No matter what you use, increasing the size of an image will blow it up and make it look weird, depending on the image. A regular resize tool on whatever program you have should work just as well.

Yes but it depends on the pic, sometimes the quality goes down when you stretch an image out.
