I think that sage mode and the kyubi are two different things. He cannot summon it while in sage mode , cause as we all saw kyubi was preventing fukasaku fuse with naruto . naruto needs the key that the 4th passed to jiraiya to fully control the kyubi . he needs th yin chakra.
