Intelligence 3.5:sy: He forgot that Nagato can absorb chakra, yet he was the one to figure that against pain:flaw:

i think it more of a mistake/miscomception than forgot cause he might also think that nagato can't use all pain's abilities so i think it better logical than just say he forgot.

His speed should be 3.5 and taijutsu a 3.5 though IMO.
