I don't think that counts. Frog Kata is only useable in Sage Mode, and it increases the users strength.

Base Naruto would probably be the same as mentioned in the previous databooks.
His stats from Databook 3 were:

Taijutsu: 3.5
Genjutsu: 2
Intelligence: 3
Strength: 3.5
Speed: 3.5
Stamina: 5

I think his Ninjutsu is still around 4 because he isn't that skilled in it, He has One Fuuton tech, Rasengan, shadow clones and summoning.
He needs to learn/master fuuton or atleast learn a second element to gain 5 in Ninjutsu

I'd say his Taijutsu is still 3.5, he didn't fight on "equal terms" with Deva, he simply blocked a few attacks then went back into Sm

Also i think his speed is still a 3.5
