I do not want to go ahead and just explain all that again, so I will keep this short and instead the solution section a bit longer. As most of the people know that something is really going wrong with the system of NB RP, it is losing its old essence and the charisma. It has given me at least a lot of things to learn from, NB as whole is an amazing community, well put together and is greatly inspiring in some sectors. But what really is wrong with it is the goal that people are seeking in the Role-Play. I will be sticking to RP topic; the problem arises when we all, as in RPiers start seeking Power, it has become our major goal thus we have lost the real fun in the role-play. Whatever you look, where-ever you look, people are just trying to seek power and hoping that will give them opportunity to have fun, to some extent it does add to fun, but to most it fucks up RP for everyone else and at some point for you too, Customs, Ninja world, Battle Arena, Tournaments, all are just based on the fact that you want to obtain power. Training System: Training system, to be honest its doing quite well, people are getting trained since we have more sensei's and sempai's and shishou's... But it is now more of a formality. It is not at all done to RP, it is done so that you can stack up techniques and be more powerful. So to come about it, there is just a small add-on that we need; We have all heard how SY Rules, work? If not, they are rules in a 2 vs 2 fight or team battles, in which one member post once but he is able to control all of the players in his team, and then the next person does the same, and then first team choses a new person to post for them and he can control his members and it continues... So, why can't we have a real RP experience like that in training? Establish a friendly status with other sensei, or tag along with your sempai using the system to train more than one people at once in similar element creating really an experience that will require some more effort than just posting what the technique does. As for today, you can just read wiki or other fights to see how to use a technique, why would you need someone else to teach it to you?
But adding something as exciting as SY Rules in training, will bring much of the fun part in it. It will be experiencing Kakashi and Yamato teaching Naruto. That will not only add fun to the training it will cut down number of students that are being trained, it will increase interest of people in training, furthermore you will have two people really explaining in two different views about the jutsus. How awesome will be that?
New Events: This event sounded satisfied to Nexus, but he never gave me a yes on it because it will be unfair to other villages to not have it. So I had to bring it up to everyone in the RP world for the Kages to see and decide if they like it or not. Our Kage (Jinbei) gladly accepted it, and so did the villagers;
• Village Hunt; Copied from old thread in the village, the original idea.
This next event isnt shared with anyone yet, but it involves a large community and good amount of moderation. The idea behind this will be giving mods rest from the normal Custom checking and making fun for themselves and the RPiers, it can be a very great even held annually or semi-annually.

This contest will be based on missions assigned to individuals which they have to complete in a limited time to proceed to the higher rounds. A signup thread will be created and everyone who signs up will be distributed in 4 Groups (I will be using examples but this may change depending on how many people signup) Each group is a bracket and not a team. And after we have created 4 groups each will be assigned a basic mission for round 1, the mission will have the same style but will be a little different for each group (but fair of-course). Same will happen for the round 2. In the first 2 rounds each individual can team-up with another participant to pass the round together, but after 2nd round meaning in third round and onwards you have to carry the missions alone. Time is a limited factor and another challenging thing which will make it a race/contest is available spots. Each round has spots and they get filled depending who reports his mission first. So:
5 Spots (Only first five to report will enter round 2) > 1st round
3 Spots > 2nd
2 Spots > 3rd
1 Spots > 4th and that means only 4 members left from each group
The above was for each groups
Now the four members compete for 2 spots and then the final qill be 1 Spot deciding the winner.
Time limit will depend on the mission assigned, it can range from 1week-2weeks(max).
The mission can be in-village and out-village. Missions conducted outside will strictly follow the rules to avoid any mishap. But still rules will be:

Use of NPC's (Non-Playable Characters) by staff or trusted RPiers to create a catastrophe in the ninja world solved by the ENTIRE world. Much like the current war that is going on. Staff creates few biographies which are tagged as [NPC] and they will be the one to declare war over the entire ninja world, what the villages will do is form a giant alliance for the event to bring them down, so its mostly story/fun based, the power barely matters.
Battle Arena: Returning the awesomeness of battle arena can only be brought back by you, all you have to do is really try to have fun, accept defeats, win some times, and embrace the change. If you are not willing to make a change it won't happen.

Now that I have more time, I want to finish emphasizing on the RP aspect of what Blizzard was speaking of. He came up with a great idea, in fact, one that incorporates the idea of fun, which is, by the way, what RP is all about.
He wanted to have staff take up NPCs, thus, disregarding arguments, which I completely understand. The only reason why people argue, however, is because they simply want to win (for reputation, or a prize, I don't care, it just somehow benefits). We need to stop making this priority.
There can be small events every other week where parts of the Naruto manga can be re-acted, choosing actors to play those very roles.
For example, let's talk of the time where Naruto went to find Sasuke in the beginning of Naruto Shippuden.
People can be assigned various roles to act out such as:
And on the other team, we have.
- Naruto.
- Sakura.
- Sai.
- Yamato.
While this does not have to be completely canon, I believe what's good about this is:
- Orochimaru.
- Kabuto.
- Sasuke.
These events can re-occur and one person can sign up for one person and simply play along. Let's say I chose to be Yamato, Blizzard chose to be Sai, Hazama chose to Sakura, and then Nagato chose to be Orochimaru, Alternative chose to be Kabuto, and Gobi chose to be Sasuke. Us six will then go ahead and make a thread called "Seeking Sasuke", in which we will then attempt to re-create that very event in the manga.
- Allows new RPers to get a sense of how to RP. They can follow the canon storyline if they do not know how to make their own story yet.
- Allows people to experience bios they have not yet experienced before, and rules and regulations can be set so they do not abuse the bio if it is actually OP.
- Small rewards can be given out for this, and this is also a great way to keep the Naruto manga active.
AND if the event occurs without any type of argument (issues with moves can be settled very gentlemenly through polite VMs or MSN), then at the end, what we get out of it is:
I hope people understand what I mean. This can also be easily set up and many people can participate at once. I am willing to develop this further if people like this idea. I have a lot of time on my hands these days that can be well spent on helping out NarutoBase.
- The enjoyment. If you've come to RP and simply throw out meaningless battles where you can OHKO, get out.
- Perhaps a small medal or reward as an encouragement.
- A custom jutsu slot.
- More ideas can be implemented, but the importance is to have fun.
Thanks for further explanation of the idea Aki, the same concept is what I am trying to apply, but with custom bios and maybe custom events. We do not really have to stick with the manga ones, we can always add up to that using our own bio's and with the help of NPCs. That said, I would also like to discourage you to discuss anything about mods or sensei's here. I don't think anyone wants to hear that, but everyone knows it every well. I deliberately added the link in the first post to show that all the arguments have already been made, its time to look forward and create fun! Thanks man for the input!

Example of Event System;
Love the NPC part of the suggestion. You'll laugh but SY just 2 weeks ago suggested a NW event with a large NPC. We're still in the "larvae" stage but its basically one of the staff controlling a Boss-level NPC and facing a village or even a small group of ninjas, following cannon manga logic and abilities. We'll definitely work on that.
I also love the "cannon missions" idea that you suggested. It brings the effect of people who really want to RP (like Zero suggests countless times) in the real sense of the word actually getting to "simulate" cannon scenes. We battle testers sometimes get a taste of this when we conduct certain bio tests. These generally pin bios of characters that faced eachother in the manga, such as Naruto and Onoki VS 3rd Raikage. And trust me, its awesome. Its one of the main reasons why I do battle tests even with all the rest i have to do. Because its ubber fun to actually RP.
As for the training, the system I worked with Lili and Reborn and that is being slowly put togehter and applied is awesome to remove the "formality" part of training. It makes the sensei and senpai actually have to explain the theory and essence behind the moves, instead of focusing on the "tech by tech" approach. The more techniques we have, the less effective the tech by tech approach is in delivering a good, quality training.

Thanks Scorps, I have already set down rules for NPC biographies and the main event, I was working to craft a sample training session using my rule but I would also want to look into yours. And as for the missions, indeed it is a very great idea and can easily be incorporated by Village T.O's if everyone agrees I will get Nexus's approval. Last time he basically didn't approved it only because it was going to be held in Iwa only, he said it needs to be in all villages. And yeah after I posted this someone told me SY suggested this somewhere. xd
As for NPC's, I suggest not even Mods should have the choice to control them, Mods though must control the boss NPCs, but other RPiers like Sensei's or talented people should be allowed to control what I call "minions" NPC. It will greatly cut down the stress on the staff and people who want to escape their character and try something different can have fun too.
Here is the explanation for NPC;
A non-player character (NPC), sometimes known as a non-person character or non-playable character, in a game is any character not controlled by a player. In role-playing games, the term applies to characters controlled by the gamemaster. In NB we have two types of non-playable characters; one even though it is non-playable it is somewhat used by the ordinary role players, second are non-playable characters only used by Moderators or RP Admins. These characters should be labeled "[NPC]" in the title of the thread.
Ninja world wide event will be initiated in a thread, locked, only maintained by the staff. It will be labeled as RP Timeline, where a staff member will use the following template to set the spark for an amazing RP event;
Location: Konohagakure
NPC Involved: Madara Uchiha + Nine Tails
Minions: Clones + Zetsu
Participants allowed: Regular + Kage
Description/Background: When the night enveloped the skies of Knohagakure, a beast lurked in the woods of the forest near Konoha. He was a god in the human form, someone with power mighty enough to summon the very tailed beast which had brought disasters after disasters in the ninja world. His eyes blood red, canvasing a rather unique black colored pattern. He bit his thumb drawing smear blood and slams his hand on the grounds of village hidden in leaf, with a humongous white smoke cloud that spreads side ways he summons the Kyuubi. "Youuuuu~ why have you summoned me here?", he looked at the mighty beast straight into the eyes, "Bow to the power of UCHIHA, destroy this village, burn it into ashes!", an Uchiha! who is he? what is his intentions?
After this post the event is set, and people are going to post in another thread with the name of their character and their opponent. If someone is controlling the NPC and sees that someone challenged him/her in the thread he/she makes a thread starting the event.

For the training, I agree completely. It's simply a formality now. However, I won't touch on this because I've only heard about the new training style that Scorps and Lili are creating, I know absolutely nothing about what it entails.
Now for the events, I love this. The NPC idea and Akhiko's ideas are awesome, and would defnitely add a lot to the RP. The NPC idea, as Scorps said, is actually already being considered but in a different way. In my opinion, we should simply hold off wars (anyone who's looked in the Ninja World can tell exactly how a war will go if we have one any time soon) and just have a few of these events to kind of... give the Ninja World a fresh start.
Now the cannon reenactment idea is what I want to focus on because I like it a lot (funny, Keotsu and I talked about this a long time ago, but with the long-gone Kingdom Hearts RP) but it may be the most difficult to implement. However, there's one problem with this; this won't end up being free fun forever because in order for this to happen, the people involved cannot, by any means, argue. The people who participate in it don't have to be elite RPers, but they have to be people willing to let a battle just flow. Willing to take a hit, or let a little stupid mistake just slide, or allow a few edits. If a Naruto vs Sasuke fight ends because someone accidentally overlooks a jutsu restriction, then the idea of this system is destroyed. So essentially, there would have to be applications, and only people who have demonstrated that they're not like the average RPer always out to find the dumbest mistake, then they can join. It's not a question of finding skilled RPers, it's a question of finding mature ones. After a while, then this could be opened to a wider audience once people see how things are supposed to go. Furthermore, I don't think that the goal should be to reenact the battle, because in the end that takes away from RP. Let's take this example. Say Blizzard and I are doing one such cannon battle, with me as Minato and Blizzard as Tobi, and in another thread directly related to ours, Scorps controls the Nine-tailed Fox while Akhiko controls Hiruzen and a number of other Konoha people. Let's say that I think that Minato missed an opening and he should have finished Tobi right there and saved everyone a lot of trouble. Or that Scorps thinks that the Nine-tailed fox could have overtaken the village. We should be allowed to take this direction; whatever direction we see fit. This is the other reason why people need to be hand-picked, you need RPers who won't hold back as in they'll still go out to win (it's not all about winning of course, but in the end no one actually WANTS to lose right?) but at the same time they'll be willing to create those iconic scenes. The part where Minato teleports right over Tobi for that awesome Rasengan, or letting the Nine-tails do some damage to the village, or even just a Chidori-Rasengan clash when appropriate. You can't have people participating in this if they're just going to teleport out of the way of everything because they already read what's coming next or activate Chidori Nagashi right before the Rasengan gets near them. But then they'll put their own little twist on the battle. Because unless you're putting your own twist into it, it's not really RP, is it? It's just re-posting stuff that we already saw at that point. The idea can be really awesome, but in the beginning it'll have to be selective and those who are allowed to participate need to do a good job of it. Mixing story-telling with battling and innovation.
As for the battle arena part, well, that's up to the members. I would love to see it happen but... it'll be tough.
Some of your queries have been answered with what I have above, its about how we conduct the event. I will disagree with the fact that we require a hand-ful of people who gets approved in the application gets to be in the event while other become spectators. Hear me out why it will work;
1. The main battle will be focused on "boss" NPC's, which are for sure controlled by selected people; Staff members, excellent RPiers, etc. Now this will cut down the "winning" urge of the RPiers to almost none as the people who will get to fight the boss NPC's will be probably higher-ups with good village postions, and they are most likely to be experienced opponents.
2. The other half of the events is based on "minions" NPC's, in which victory does not really matter even if you win or lose. Why? Because you know white zetsu's importance. Well the trick here they will be to "showcase" your talent for the staff members, NPCs, and other people. We can even measure this talent using fame, which is harder to implement but worth looking into if first event succeeds. Here they will have opportunity to automatically gain higher positions.
By the above system we do not, or ever will need applications to allow people to RP in this event system. If they fail to fight the lower ranks, they are ruining their own rank and status, no one else's RP. Where as if other person manages to avoid argument and play fair or even try to play fair gains respect over the whinner. So if you whine you suck. And to make it more clear, Aki's Idea and the NPC are basically the same thing, we will have two categories of events, one custom make, and the other canon remake. And obviously like you stated canon remake will have its own touch and essence to it, not entirely copy of what we know.

By incorporating my team rules, what are you trying to accomplish? Is it simply trying to add a RP aspect into the training, or are you trying to have one person post for all students? (I just need some clearifications)
RP Wide Events:
I'm all for this idea, but it does take a lot of planning and organization on the staff side, which I'm okay with. I'm just saying dont expect it happen over night. For those of you here long enough to remember the NB Treasure Hunt, you would probably agree with me when I say that was probably the must fun I had on NB. I think its about time we do something like that again. Anyway, Like Scorps said, I've been working on getting a New smaller scalled event incorporated into the RP. It will most likely be on the village level, and I can probably make a special occasion that Ninja world wide. I'm still working out the detail and am planning on doing a test run soon.
Well since you agree with the other events I will only talk about the training. The training will be held in your rules, but those will only be followed by a sensei and a sempai. Much like Kakashi and Yamato were training Naruto. So, a sensei will begin the training session controlling the sempai and setting the basics of the training. Then the students will do the same RolePlaying their way. After students reply, the sempai will reply, and then the students, then the sensei, and even if sensei is a bit late in replying a sempai will go ahead and reply anyways, because he/she has control over the other biography too. Now this will not only encourage some practice Spars/RP in the training, it will also do the following;
• Keep regular check on sempai's knowledge about training.
• Encourage students to be more creative with their reply due to the whole RP theme.
• Give a fighting experience USING those jutsus which they learn in the training session.
• Constant replies from their teachers because now two of them are keeping in check one training.
• Chances of training up to 3 students, or more depending on the nature of students.
• A battle experience will nullify the need to leard all jutsus as a formality, instead they can witness their teachers performing them.
• And it will be fun for teachers too, not just a task they HAVE to do.
