If a vote exceed 10 it can be capped or just included... If 4 only people vote and votes itachi a ten, Is he more popular than a naruto which 100 people vote in which 30 of them vote him a nine? - think about that for a second cuz in your form of Data it suggests that he is.

Regarding the portion in green:
Popularity and population are far from being synonymous. Generating a great deal of hate amongst the multitudes is more correctly affiliated with infamy rather than popularity. Direct implications among the two terms (popularity and populace) notwithstanding, I already stated before that popularity clearly refers to how "well-liked" something or someone is with less regard concerning how "well-known/commonplace" something or someone is. Generally, popularity as a status does indeed require a significant portion of the overall population to be taken into consideration, but the portion size itself is never specified to require a majority of the sample.
If we were to use your idea, it would have to be greatly modified to include weighted percentiles indicating how much each factor affects the resultant scores. Unfortunately, any chosen percentiles would be completely arbitrary. Ergo, the newly forged data would still fail to accurately reflect any particular trend in the original data.
Regarding the portion in red:
I understand your point. However, it can't be disputed that the linear model you originally proposed is far from adequate. As I mentioned before, popularity and sample size are not
directly proportional. Perhaps your idea could instead be tweaked to fit a
logarithmic scale of some sort in such a manner that it more accurately portrays public opinion. Unfortunately, I'm not sure if people are willing to put forth the required effort to do so.
Regarding the portion in orange:
That wasn't my intent. I'm fairly certain you're not stupid based on what little I know thus far.
I will however, criticize stupid
ideas quite harshly. I'm quite guilty of a fair number of occurrences involving faulty logic and terrible reasoning as well; I am just as hard on myself as I am on others, if not to a greater extent.
Keep in mind that even geniuses can commit blunders... not saying that I'm a genius or anything. I'm far from it, much to my dismay.
