And also, you're implying that PS is a EMS ability which is not. It's a MS ability. Kakashi/Obito are proof of that.

Except the Databook lists it as an MS ability and Indra possessed a Perfect Susano'o. The only reason why it was a requisite for Sasuke was because his chakra potency was lacking in comparison to Indra's and needed the EMS to compensate for that. Same applied to Madara.
