he's a SAGE. he surpassed Jiraiah, who was unable to go into sage mode without the help of 'Ma' and 'Pa' frog. Jiraiah was also Kage level.

I don't think it has to do with the ranks...But I believe that kakashi is more suitable for the moment...The main part of being Hokage is paperwork,assign missions decision making etc,etc...Naruto has to grow up a little more to be suitable for that...

look at how changed Gaara in the meantime. He was promoted kazekage when he was 15-16. And before that he was a bit like Naruto.
