The handicaps are just genetic bonuses which both have. So I took them out to have a fair battle. If I let both sharingan and nine tails allowed, naruto would kill sasuke in 2 seconds. And senjutsu is not a genetic additive. Naruto trained to get it, so its obviously allowed.
