Actually Tobi is not on their level. You see, Tobi confessed he wasn't strong enough to attack the kage summit so he sent sasuke. Even with the rinnegan, by himself, he isn't that strong. Naruto and Sasuke are on Old Madara's lvl IMO

Naruto is going to defeat A if they fight. In Rikudou mode their even but Naruto could up that power with sage mode.

A said so himself, he only respects people with power. If Naruto can out class him he could see that Naruto can handle himself in the war.
