that Pain didn't kill Naruto as he needed him alive
but he could have killed him
(he got several chances like Hinata scene or while sucking chakra away)

that proves that Pain was more powerfull but couldn't kill Naruto
because he need to capture him as Jinchuriki
if we keep that in mind who would win
Naruto or Pain
