I would Also Say kakashi is Better at Ninjutsu as a Whole, Yes naruto has One High Ranking Jutsu (RS) but kakashi has mastered 3 elements.

All naruto has on Kakashi is Numbers (Via Shadow clone)/Huge stamina.

Kakashi low-diff, do not underestimate Kakashi.
I think he won't be needing even MS for this purpose, Kakashi with a couple of clones will do a lightning chain and end of the story...
note: Naruto doesn't have sage mode, so he cant throw FRS which is his ultra-super weakness and Kakashi knows it, also Kakashi will just outsmart him(no doubt about it)
Naruto's improved a lot with his current arsenal but w/o it he's just an elite chunin or jonin weaker than Sai...
