It's a decent list. There are plenty of things that I wouldn't agree with personally, but its your list and the general populace of NB would not agree with me anyways, so I'll just keep it to myself.

Any list with Kabuto in the top 9-10 is a list which misunderstands actual power. There are about a dozen guys who can stomp Kabuto (not that I rank every one of them ahead of him, but Edo Tensei has gotten way overrated).

So Kabuto with Madara, Itachi, Nagato, Kakuzu, Sasori, Deidara, Kin, Gin, and an absurd amount of other high level Characters under his control isn't the strongest character?

Ill just post my top speed tier list and you can look at that
Please note that this list takes into consideration any type of enhancement or jutsu used to transport themselves and the time required to activate said jutsu in addition to their own natural speed according to hype, feats, reasonable assumptions, and databook statistics. I have also only included those who have, or who I believe to have a 4.5 or above in the speed category of the databooks.
Top Tier Speedsters *The Fastest of the Fast*
1) Minato
This man has undoubtedly been revered many times in NV history as the fastest man alive during his time and has been given the nickname the "Yellow Flash". His reaction time, reflexes, and even his own base speed was something to marvel at and almost unparalleled. However, his real meaning of his nickname comes from his creative and deadly use of his Space/time jutsu, the Flying Thunder God Technique, which allows him to teleport anywhere he has placed a seal formula, most of the time on one his custom-made specialty kunai. With this technique, he could instantly take out an entire platoon of shinobi, which terrified his foes so much, that they were given a flee-on-sight order whenever he appeared. Even though his teleportation requires seals, he can still teleport to wherever they are instantly, which is physically impossible to surpass except with another s/t jutsu of the same caliber.
2) BM Naruto
Like his father mentioned above, Naruto has also proved capable of dodging the even raikage's fastest attack in KM and BM Naruto has been shown to deflect 5 TBBs away from Guy and Kakashi at point-blank range. These are among some of the greatest physical speed feats in the NV.
3) Gai 8th Gate (theoretically)
While we have yet to see any real feats from the 8th gate, it is presumed, according to the description of the 8th gate, that it will grant power greater than the 5 kages. The EIG grant the user enhanced speed and power, so it means that Guy would temporarily be faster than even the raikage which is why I have Guy above the raikage. He is below BM Naruto because Naruto isnt technically a kage, so the description of the 8th gate likely doesnt apply to him. Therefore, it is currently unknown whether the 8th gate would grant speed faster than BM Naruto
4) Fourth Raikage
The fourth raikage was considered the fastest alive after Minato himself and is still one of the top tier speedsters in the NV. He is obviously the one that most people compare other very fast shinobi to, almost making him one of the minimum standards of being a top tier speedster.
5) Third Raikage
This guy, like his son is also noted to be very fast since he uses the same technique, lightning armor. He, however, is more known for his durability a bit more than his speed, making him not as fast as his son, but still pretty close.
6) Lee 5th Gate
Has proven himself earlier on in the story to be one of the fastest in the NV with the power of the EIG. However, his mastery of the EIG isn't up to his sensei's level, so it is obvious that he would not be as quick, though he is sure to be one of the top contenders in the speed department.
7) Killer Bee V2
This guy in his V2 mode is extremely fast and has displayed several one-shot speed feats where his opponents was unable to react, he claims that only the raikage can match his speed, but that is still debatable for now.
High-Level Speedsters *Those With Overwhelming Speed*
8) Haku
While his actual base movement speed is not good enough to compete with the fastest on this list, Haku's crystal mirrors allows him to teleport between mirrors so quickly that he seeems like he is in all of them at once. He is also able to move extremely fast when jumping out of his mirrors as well.
9) Obito
Obito's S/T jutsu takes time to fully initiate since he first has to absorb himself into his separate space and then reappear at his desired location. Because of this he has more versatility in choosing where he wants to go, but this limits how fast he can get there, and would make one consider if it would be wise to use while fighting against another formidably fast opponent.
10) DSM Kabuto
Kabuto has recently debuted as one of the most powerful main antagonists in the story, and his speed in Dragon Sage Mode is definitely one of the many reasons why. He is the only one to have ever fully dodge Sasukes susanoo arrow, which not even Kakashi or Danzo had enough time to react to, and has help his own against Itachi who is also known for his great speed.
11) SM Jiraiya
In Sage Mode, Jiraiya has used his tremendous speed to single-handedly take on several of the 6 paths of pain's bodies and summons, which is quite a feat if you consider their impecable teamwork, powerful jutsus, and impressive speed.
12) Oonoki (while flying only)
The Weighted Rock technique gives the third tsuchikage, Oonoki, the ability to reduce the gravity of any object, incuding himself. With this technique, he can soar through the sky at tremendous speeds, and has used this to his advantage against many opponents.
13) Fused Kisame (in water only)
Kisame, when fused with Samehada is considered to be the fastest swimmer in water. Even Killer Bee in his V2 state had trouble staying ahead of this shark-man.
14) Itachi
Itachi is known to be fast as well and has demonstrated his speed on numerous accounts where he was able to keep up with many fast opponents. He, has a 5 in his speed stat in the databook,which is the highest as far as base stats go.
15) Shisui (theoretically)
Shisui has been praised as a shinobi on par with Itachi himself and had the nickname "Shisui of the Body Flicker". While we have yet to see any feats of his speed, a shinobi of Itachi's caliber is sure not to be lacking in the speed department.
16) Mifune
A samurai trained in the arts of kenjutsu, Mifune has dealt with many ninjas in his lifetime and has developed a speed that can stop almost any ninja from weaving hand-signs for ninjutsu and has used it on several occasions when he fought the vicious Hanzo of the Salamander.
Formidable Speedsters *Those Who Are Quick*
17) Kimmimaro
His fighting style is all about taijutsu, and most taijutsu users are usually very quick because they train specifically to increase their physical prowess, as he demonstrated by taking out many initial-level Naruto clones and even keeping up with a fellow taijutsu user, Rock Lee. His databook speed is also 4.5, which is the pretty high as far as base stats goes.
18) Madara
One of the greatest legends in the entire NV next to Hashirama himself, Madara's reputation in the battle adept clan of the Uchiha has preceeded him many times over in the many decades while he was alive and even after death. Reborn as an Edo, Madara has shown great speed when he took out several Allied Forces Ninja before being stopped be Gaara's famous, which is also noted to be fast itself.
19) Kakashi
Kakashi is considered to be the Jack-of-All trades when it comes to combat and is one of the most versatile Ninja in the NV with the use of his sharingan and formidable speed that he has acquired from his training and his duels with Gai. He is able to keep up with the best of them when it comes to speed.
20) Zetsu
Zetsu's unusual ability to meld into the natural surroundings grants him a transportation ability not unlike Obito's and it allows him to traverse through terrain very quickly, though it is noted to not be quite as fast as Obito's jutsu itself. It has great potential, but the amount of time it takes for him to meld with the environment makes it almost usless in battle, especially against other speedsters that are mentioned in this list.
21) Asuma
Asuma is another versatile fighter, though his expertise is split between ninjutsu and taijutsu with the use of his bladed knuckles. He sports a 4.5 in the databook and can keep up with many shinobi in a close-range fight
22) Sasuke/Neji
This here is a dilema that has stumped me many times over. I consider this to be a pretty tough choice because they both have a 4.5 stat in the databook and they have both showed fairly impressive speed. While many people will claim that Sasuke would still be faster because he copied Rock Lee's basic taijutsu forms using his sharingan to gain his base speed and has likely surpassed it in the timeskip-possibly by using drugs, most do not consider that Neji is very taijutsu-oriented fighter compared to sasuke who is mostly ninjutsu-oriented, and as I explained earlier with Kimmimaro, most taijutsu users are pretty quick. Not only that, but Neji trains with the fastest team in Konoha, Team Gai, which includes two of the top tier speedsters that I have mentioned previously, Gai and Lee, so I would say that their footspeed is roughly even.
23) Neji/Sasuke

24) Kiba
Kiba is another taijutsu-oriented fighter, though his speciality is in his ability to sense smells with his impeccably sharp nose. His speed using his on-all-fours technique is still pretty good considering that he has a 4.5 in speed and is able to keep up with his very large dog, Akamaru, which is noted to be faster than any regular human by quite a long shot.
25) Deidara
While mostly a long-range type fighter, Deidara is quite capable of moving quickly when he needs to, like when he was able to avoid capture by even Team Gai for a brief period of time and keeping up with Sasuke during their fight. His databook stat of 4.5 reflects his remarkable speed for a long-range type user.

As I've explained many times, while Edo Tensei is an awesome ability, it has to be put into perspective when making lists about who the strongest is. Some factors to consider:
- If Kabuto is killed a few seconds into the fight, does it matter who he can summon? I'd suggest no
- If Kabuto summons some edos, but is then killed moments afterwards, does anyone really consider Kabuto the winner? I don't. Not to mention that (depending on what sort of control he's put on the edos) they might not be able to function/attack, or might not want to attack anymore.
- Kabuto's best summon he practically can't summon anymore, as it is clear that he can't control him (Madara)... imagine a fight of Kabuto v.s Some Uchiha... Kabuto summons Madara... who promptly breaks the Edo Tensei and decides he'd rather kill Kabuto. Not a help, and thus not a summons he can rely on.
- Summoning battle ready Edo's is not as fast as people think. It is not "Kabuto flicks his wrist" as I've seen some people describe it. On the one occassion he summons Madara in battle readyu condition he says "it will take me some time to summon him", so this doesn't seem instant, plus other times he has to put the tags in, and is backing away from Tobi the first time he does it so he has sufficient opening to perform the seals.
- The opening required is easily enough for people like Itachi, Shi Sui, Danzo, Sasuke, Mu, Onoki, Nagato, Madara, Kakashi, Obito, etc to one shot him. You can say "give Kabuto prep, and he stomps", but on the other hand give Shikamaru prep, and maybe he beats Kabuto... give Konan prep and maybe she lures him into a death trap... give Itachi prep and he jumps out of the shadows and kills Kabuto unawares. That cuts both ways. You've got to bear in mind that if Kabuto can't defend himself in a fight, Edo Tensei is only going to help him so much.

Also bare in mind my tier list takes into account overall fighting prowess so having one OP technique doesn't put you at a very high tier.

tier lists suck. they limit us too much. fights depend on special factors, feats and intelligence. tier lists dont take into account skill level IMO

I rank my characters based on overall combat prowess so skill level, versatility, intelligence and raw destructive power is included.

impossible unless you prioritise or make up some special system like the databook. a shinobi whos got a 10 in intelligence but is useless speed wise and ninjutsu wise will be slaughtered by someone whos a dumbass but knows a hax jutsu.
