really good list but I bolded a few things I disagree with:
-I didn't find base Naruto, but I would definitely put him in high jonin, early part 1 Naruto mid jonin, I'm not sure where CE Naruto would fit but I think he deserves to be in the same slot as CE Sasuke.
-Haku at low jonin(I couldn't find him)
-Couldn't find Suigetsu or Jugo, but they would fit in the mid jonin, Jugo may be even be high jonin material if he goes full berserk
-My only real issue is that some of your versions seem superfluous, I see no major difference between:
-Early part 1 and late part 1 Kakashi doesn't really seem all that different, what makes it weirder is that early Kakashi is a tier lower than Zabuza despite beating him. Also I feel that 3T Kakashi at low-mid kage is a stretch, the only reason he can even compete with the rest of the kage tier is due to Kamui, high jonin/low kage at most.
-Neji and Lee don't really seem to need different forms for CE and SRA. SRA Lee was basically Lee just with a handicap and SRA Neji seems the same as Lee in the chunin exams. Considering they were a older and stronger, it would make sense that they were such a tier higher than the rest of the k11 early on. On that note, I don't like the idea of separating Lee and Guy from their gates since that's what his whole fighting style revolves around, it'd be like taking akamaru away from Kiba imo.
-Asuma a tier below Neji, that's just mean. He should be high jonin, while part 2 Neji and Lee are mid jonin imo
-low/mid kage and low kage seem like they could be condensed into one tier.
-current Choji is pretty damn strong, mid jonin at least, not sure if he was on there.

3. Chouji was never forgotten, he is at high jounin tier.
4. I removed that early part 1 Kakashi nonsense. I agree it was pretty dumb but early part 1 Kakashi had horrible chakra reserves. The one who fought Itachi at least had better reserves.
5. Neji and Lee>Asuma IMO. No 3 tomoe Kakashi is evenly matched with everyone on his tier and has potential to beat people above him as well. SRA Neji has full body blow and better intelligence than CE Neji.

Good but MS Sasuke craps on most in the high kage tier as well as his own.

Shyarkugan, good improvements on the list. The only difference for me would be putting Kisame higher. People tend to underrate him yet i feel he could fight on par/beat many people on the High Kage level. Other than the bad match up he has with Deidara, he's higher than the other people in his current bracket.

No Kisame is a bit lacking. I placed him above Gai despite losing to him but I placed Bee even higher for the same reason. I placed Kisame higher than Gai, I placed Bee higher than Kisame. He beats Deidara but loses to most on his tier. Kisame is your favourite so it is hard to take your opinion as fact. Genii told me Gaara is high kage level once, I disagree with him.

This is a really good list but I think Ino should be in Mid chunin. Also shouldn't Hebi Sasuke be above deidara since he did beat him. And I think you add should Fugaku, other than that really great list

Fine I'll change it but Deidara is more hax than Hebi Sasuke and can beat more people. Sasuke was just a bad match up. What about Karin?

Yeah, Shikamaru should probably be lower, or they should be higher. I got sloppy after the Kage tiers. And yeah, still debating Mu's position.

Thats true..... you can keep deidara. I'd put Karin a tier or 2 down. I mean she cant fight at all... I mean maybe a little since she had to fight those prisoners and she did make it to atleast genin level. So yea I'd prob put her a tier or 2 down.

? No, just no... Madara isn't even dead, he could have dodged but he was attached to the 10 tails. Lee isn't even in top 50. And technically that was Kurama kicking Madara in half, his chakra his kick.

1. Kabuto should be number one, with his Edo Army, he's practically unbeatable. I personally don't count Edos individually, but if you want to include Edo Madara, Kabuto is still above him, as in his prime, he had Edo Madara himself in his arsenal.

2. Obito should be above Hashirama. In his prime he has things such as the Rinnegan, Mangekyo and 6 Edo Jinchuurikis along with the Gedo Mazo, which certainly puts him above what we've seen from Hashirama.

3. Nagato should be above Minato and EMS Sasuke.

4. I'd recommend you include Muu in your list, as the things he's shown so far definitely put him in the top tier of shinobi.

There are a few more that come to mind, but due to them not being as important, I'll stop now. After all, top ten lists are chosen by each and every ones own views :y

I was thinking of putting Itachi above come to think of it you're right, Nagato maybe stronger than Minato but I don't know about EMS Sasuke. We haven't seen the full potential of EMS & remember what he could do before it. Let's settle it at a draw

* This list was made with my theory's in place. Namely the Preta Limitation theory and my Madara vs. Hashi theory.
