Amazing list. I'm surprised your the only one that I could find that made these list on Mangafox or Narutobase.
I have one suggestion, some of the tiers are kinda crowded and I think you should have + or - versions of some of the tiers or should use another way of grouping them.
As is I agree completely.
Edit: Izuna should go down a tier to be equal with Tobirama after today's chapter, but this was made before today's chapter so your placement is understandable.

I find it insulting that Hidan is only a Jonin tier... he deserves to be in the Elite Ninja Tier, he would stomp all of the Jonin tier actually. You're underestimating him, he beat Asuma (who's a jonin by the way) in 5 seconds.. doesn't that tell you something?

um... sage mode naruto needs to be move waaaaaaay up on that list at the very least above sandaime raikage.
I noticed some problems in this list:
1 - e.g. Kurenai is a jonin why is she in your tokubetsu jonin list? There're other cases like this. The fact that they didn't show feats shouldn't invalidate their status.
2 - "Healthy Itachi" doesn't exist, we never saw him fighting in a healthy condition.
3 - You put people who never fought here, e.g. Sakumo. If you want to use hype i don't think you shouldn't do what i mencioned in number 1. Hype can represent feats or power, but so can shinobi ranks. Naruto and Sasuke are genin yes but those are an exception that i feel i don't have to mention why.
The rest i think its good and i can see you made an effort to do this list.

I'm actually addressing the crowded issue as we speak. I have a new system where I assign numbers to the tiers instead of words and there's many more individual tiers than before.
I'm not gonna lie though. The system is hard to work with and I'll probably get a few members to peer review before I release it.

When you put Kakasi above Gai i hope you are not taking this into account. The Gate of Death (死門, Shimon), located at the heart. Releasing this gate uses up all of the body's energy. It makes the heart pump at maximum power and exceeds the power of every other gate. Opening this gate gives the user power that is even beyond the five Kage, but comes at the expense of the user's life shortly after.

Izuna should be below Tobirama.
Tsunade should be at least one tier higher.
Edo Madara may need to be one tier higher because he's definitely stronger than he was with the Kyuubi
KM Naruto belongs in the Legend tier not the Demi-God Tier
Minato ought to go down one tier
Jiraiya and Kisame should also go down one tier
Orochimaru with Edo and Senju DNA should move up to God tier
Hebi Sasuke should be moved down one as should Naruto Immortals arc.
Dan should be moved up to jonin for the sake of his jutsu, and his hype
Taka Sasuke is stronger than Hebi Sasuke iirc and should be moved to Kage tier
Kitsuchi should be moved up one

Someone necroed this thread. A few things have been sorted out with the new way I'm doing the list. (and the Izuna thing is fix'd since this list is old)
But just a few things
- Taka Sasuke is weaker than Hebi Sasuke. Hebi Sasuke is everything Taka Sasuke is + Snake Jutsu. All Taka has is the ability to barely do Amaterasu one time.
- Older Naruto variants are honestly only so high because of his ability to enter 4tk. Otherwise he would be down a few tiers.

No sage mode Naruto is somewhat overrated. Sandaime Raikage destroys him.

Sage mode naruto's clone defeated sandaime raikage in canon
Sage mode naruto was dominating 50% kurama throughout their fight.
Unless someone says Pein arc SM Naruto > Pein, no he's not overated at all.

He was also praised by Obito for being one of the few who managed to outsmart and immobilize him. He should be above Hiddan. Shikamaru could have killed him 3 times but Kakuzu saved him.
