tobi stated that he carries the will first hokage . kakashi stated that naruto is the only shinobi who can surpass the 4th hokage.


of course he is the main charatacer of the anime. hahaha

Sasuke will be equal to him. Tobi is stronger than him due to his Rinnegan. Logic is flawed in my opinion.
