There doesn't really need to be a leader. Even after Hiruzen became Hokage, Orochimaru Tsunade and Jiraiya still did things together as a team without him.

Wrong? Kakashi took over for a single mission. Asuma's team still doesn't have a leader. And Hiruzen's team still acted without him while he was Hokage. It might be standard to have 3 members and a leader, but that doesn't mean it's forced.
