He either does not have it, or he did not use it. These are the only two options.
As for why he may have it but did not use it, perhaps it has to do with what Hinata said to him when they went to destroy the tenseigan machine: only Hamura chakra can destroy tenseigan, and other chakras as simply absorbed. Naruto therefore only needed a chakra mode to enhance his basic abilities (taijutsu, clones for taijutsu or rasengan barrages, clones for distractions, rasenshuriken/wakusei rasengan to balance chakra attacks, etc.)
The fight was ended with taijutsu (actually, just a really strong punch) so rikudou sage chakra would not have been necessary.

i think he just didnt use it. correct me if im wrong but the bm we see in the war arc is just the un mastered version and the one in the last is a more complete version with 100% after 2 years of training considering he didnt get the time to train before/during the war arc and what we see in the last is a more refined naruto who has some what mastered his abilities
Also doesnt six path sage mode grant the user all knowledge of chakra couldnt he use that knowledge that he gained in his other modes without using six path sage mode
