The only thing that has change is his clothes. That mode is 9-tails sage mode, the mode before rikudou. Going into rikudou would mean calling all beast to come play.
That would just be overkill

If Naruto possesses Kurama only and we presume that Gyuki is back with Killer B and Shukakku is back with Gaara, arent all the rest of the former jinchurikis in need of replacement with the new generation from Naruto Gaiden.

This thought opened the story a lot for me because outside of some of the anime fillers, we don't get to meet many characters from other villages that survived the war and seem appropriate heirs to the tailed beasts. Thats also assuming the tailed beasts are redistributed to the villages the same as before.
