Naruto does in fact have all 9 bijuu, but the other 8 are such a minute amount that he cant use it for battle, just to be the Bijuu meeting place.

I count 9 but I don't think this is Naruto's final form. Since we see Naruto still has Rikudou Sennin's chakra he stull has Six Paths Sage Mode. I don't think Naruto needed to go that far for a kid. If he did that he'd blow the damn place to pieces including little onion head.
