Chiyo had fast reaction, that's what helped her dodge them. she even said it herself. She told Sakura that the Needles are easy to dodge if the person has good & fast reaction and can dodge quickly. That's something Sakura didn't have so she controlled her.

Sakura is not too bad, I would include her in my team for the sole fact that she is a medical ninja
and give Tsunade some credit. Hokages are not supposed to leave immediately and fight on the front lines. Think about chess, or shougi-You use pawns to protect the king. In this situation there are 3 kings-Naruto, Tsunade, and the children. Naruto is comign back to cause some ruccus, Tsunade is probably going to be out soon, and the children are being protected.

The equation is simple, if you do have a useless woman in a manga/anime she needs to have giant tits (See Tsunade and Matsumoto of Bleach). Having an undeveloped female such as Sakura is in violation of this key rule. Not only does she serve no purpose, but she is lacking the looks/breastases to make up for the previously mentioned handicap.
