Yes they do, Lee was among Kakashi squad who was fighting against 7 swordsmen. Kakashi and Gai left out and would've rely on Lee to take over their roles to finish off the remaining Edos which are Mangetsu and Pakura.
Lee would've get major development because Hydration is ineffective against Taijutsu and Lee would prove it otherwise.
I see your point, but let m clarify mine. I meant that Lee and Mangetsu didn't really have a history. I suppose it could led to Lee development but not much. With Suigetsu on the other hand you have him fighting the man he could never surpass and fighting his own brother. they have a history that needs to be explored to develop both of their characters. It could end with Mangetsu acknowledging Suigetsu since that's a major theme and since a lot of edos did a lot of acknowledging. Mangetsu acknowledging Lee wouldn't nearly carry the same weight as Mangetsu acknowledging his brother.
so yes, Lee could get development from this which he needs, but Suigetsu could get much more development,
edit; yes it would be a random encounter but it's one that needs to happen for character development. Sasuke running into Itachi was fairly random but it needed to happen for development reasons
Neji has no need like everybody else where he has to keep repeating some lame inner dialog here he needs to reaffirm his need to get stronger and better. He's too busy concentrating.
They had everyone else think about Naruto or at least Gai, but they didn't show Neji thinking.
