Naruto and Sasuke still have rikudou powers(RSM & Rinnegan), they are permanent. When hagoromo gave them seals he also divided his chakra between them, unlocking these respective abilities within them. War arc Naruto(RSM) and Sasuke(Rinnegan) were basically adjusting to their new powers with hagoromo's chakra. Although they lost the seals & hagoromo chakra, when hagoromo mixed his chakra with theirs it resulted in them unlocking their own rikudou powers. Their own chakra had yet to mature and bloom, in the last however you can see they are alot more adapted to their powers. Even sasuke with his brief scene.

By chapter 700 Naruto and Sasuke powers have grown tremendously, their own rikudou chakra have developed. Naruto prob mastered tons of new sage techniques and RSM powers/kkg's and Sasuke more six path & rinnegan techniques along with new elemental jutsu.

Look at it this way,

War arc Naruto & Sasuke with new rikudou powers + hagoromo chakra = inexperienced but powerful.

New Era Hokage Naruto & Sasuke with Rikudou Powers + mature chakra = Experienced & Very powerful.

Its was kishi's sly way of upping Naruto power scale, at 17yr they were god tier. In the Last Sasuke effortlessly blowing up meteors and Naruto flying around dbz style fighting on the moon blocking gudodama and moon splitting attacks effortlessly. I can't even imagine New Era Hokage Naruto & Sasuke power scale.

I agree. Reason Naruto didn't use RSM is because his control over Ashura's and Kurama's chakra has been refined to the point that RSM would be overkill for Toneri.

Naruto doesn't have FTG, his base shunshin is just that fast. Naruto is canonically the fastest character. His speed/reflexes + sensor abilities even blitzed kaguya. He also blitzed A in KCM mode. Imagine Hokage Naruto speed, his base shunshin > FTG.
