I'd like to say 2 things

2nd; Yes the main idea lol....
Ougi and Hi-ougi, These terms are used in quite alot of, almost all of RPG games, ussually in Jap version. In these games ougi means an special character move or a special/secret art, Hi-ougi as ultimate technique/High cammand art
In Naruto the term ougi is also used, In games as Ougi lvl.1 and lvl.2 and Hi-ougi, in english version as jutsu 1 and 2 and ultimate jutsu, and in anime/manga it was described as the techniques the ninja mastered to there fullest extent and can perfrom by will(No hand seals)
The reason was that, Hand seals were used in a specific manner to mold chakra, since the ninja mastered it to the fullest extents his body was used to the mold and he could perform the chakra molding without hand seals now due to continues use of proper hand seals.
Now my idea is to have it in RPG,
Lets consider the abilities of ougi and hi-ougi 1st,
Ougi lvl.1 can be performed without hand seals,
Ougi lvl.2 can be performed with efficient chakra usage(-10/20 depending on chakra control*)
Hi-Ougi. does extra damage (+10/20 depending on the technique*)
Now a ranking system for ougi's
-The ougi skill is available for a person at special jounin rank, He can keep either ougi lvl.1 or lvl.2 with a High-ougi (that increases 10 damage)
-At S-class ninja rank you can keep both lvl. 1 and lvl.2
-Sannin can take +20 damage for Hi-ougi but still that depends on technique(it should be attack type technque)
-Kage rank can have 3 ougi's and 1 Hi-ougi , If high ougi is defence type move it can have increase in power by removal of 10 or 20 of the opposing move. Supplementary can be used with half the chakra cost.
-Sage rank can have maximum of 4 ougi's and 2 Hi-ougi's with other exceptions.
Now how will we be using this ougi system?
With the above rules we'l use the following templates and put them in our bio's with the ninjutsu.

Consider the character Naruto Uzumaki
Ougi lvl.1;
-Shadow clones
-
Ougi lvl.2;
-Rasengan
-
Hi-ougi 1; Forbidden technique; Multi-Shadow clones
Hi-ougi 2;
The slots will be filled according to the ranks, this was only an example.
Now during the battle below the jutsu if the jutsu is a ougi the person must state lvl.1, 2 or high lvl ougi according to what he stated in the bio or else the technique wont be considered an ougi.
Whats the reason for this?
I was just thinking there should be a classification of jutsu's according to the users likes which he might wanna use in a better way.
