His parents left him house, bank account, and he also made money from being a Ninja after he became a Genin I guess

Iruka was an orphan as well, with so may parents on dangerous missions there must be some support system for orphans. I suspect there is an orphanage or foster parents and then the orphan is allocated a room and a small fund of money
