it might have been the third, or jiraya, etc. but taking into account his a jinchuuriki, you'd think the gov. of the village(third hokage and elders) would see his expenses as what we would call today military fundings, like you can see it from that perspective

but then once he started his missions and started to have his own money, i guess Naruto began to be more financially independent

He witnessed his heir save the village and his son. He was there when Minato sealed the Kyuubi inside baby Naruto.

There is no f-ing way Hiruzen wouldn't have helped him in some way while growing up. Obviously he wasn't public about it, but he could easily have funded Naruto secretly
