Naruto or Sasuke, who has better chakra manipulation?

It requires shape manipulation to change it's shape, why do you think it looks like a dragon, why isn't it an ordinary lightning bolt. Unless you're saying that you've seen dragon shaped lightning bolts before.

About the nature transformation part, I was wrong, it is indeed nature transformation.

No it doesn't take that form on it's own, it's natural lightning energy drawn from the sky. If no shape manipulation was involved it would look like an ordinary thunderbolt. Also, why would it be utterly useless, it requires so little chakra to change it's shape that it wouldn't be that bothersome. Why a dragon, because he chose it to be a dragon, he could have probably changed it into anything he wanted.

I know that narutopedia isn't a great source to prove something, but on this occasion I believe that are right. Once the natural lightning has been gathered, Sasuke has the ability to change its shape at the expense of the tiniest amount of chakra.

Because Sasuke developed Kirin with Orochimaru's help, if Kirin was Nature+Shape transformation then Oro would know that Sasuke has that ability, but when Sasuke stabbed him with his Chidori sword through the door, Oro couldn't even tell who it was.
