hes totally being controlled, at least i think so lol that whole o..bi..to thing or whatev means something. the jyubi created worlds, riduku didnt (i dont think....plz forgive me if im wrong) it seems like it would only make sense for it to take over obito's mind or something similar because it is suppose to be so powerful. on another note though, i think that madara has the moon eye plan already activated. i feel like it is, though i could be wrong and he is manipulating this world or current situation all into his favor of course. i still believe obito is a pawn thats gotten in over his head
