I thought it was funny how the ape was named son goku and the jinchuriki's name for the ape is Roshi. I would say its like how DBZ where master ROSHI trained SON GOKU but it probably has some cultural meaning behind it as well that I don't know about like how all of the MS techniques are derived from ancient Japanese people who were brothers...still I had to lol.

Roshi means master so the Roshi in Master Roshi is irrelevant.
Translators probably used a steampunk Google Translator or something.

If I am understanding you correctly, you are asking 'if the 4 tails is Son Goku as referenced in Journey to the West, then who is Enma?'

TBH, both are characters based from the character Son Goku in the novel Journey to the West. Both Enma and the 4 tails have traits from the character Sun Wukong, in Journey to the West.

It's Kishi's manga, so I don't suppose there is a hard rule that prevents him from referencing the same character multiple times in different ways. I would venture to say that Enma is a much closer reference though, than Son Goku.

Ok some of element of 4 tails maybe inspired from DB like the name Rōshi and the design of 4 tails which stated in naruto wiki.

The reason kishi use Son Goku for 4 tails name is because kishi is from Japan and Japaneses pronounce Sun Wukong as Son Gokū. If kishi is Korean then he would use Son Oh Gong for 4 tails which is Korean pronunciation for Sun Wukong.

hypothetically say if kishi use Son Oh Gong would u say he copy the name from DB too?

And for the number four, i couldn't find the significant with the fourth tailed beast in Naruto and the dragon ball that have 4 stars in it in DB..

The closest fact i get for the significant of Sun Wu Kong (Son Goku) with number 4 is Sun Wu kong is a character name in Journey to the West which is one of the Four Great Classical Novels of Chinese literature. (That's my guess)
