Now regarding Naruto, see manga chapter 78, i believe this is when he was still just a squirt (though powerful) and was fighting Gara, he summoned 1000 clones at that level. Naruto has gotten more than twice as strong since that time and so it really shouldnt but much for him to generate 2000 now that he is much older, stronger and more mature.
Now regarding Sauske, you will recall that Kakashi was the sensi who taught him Chidori, this occurred during the 30 day break before the final chunin exam. It was during this time that Kakashi explained to Sauske the limits of using chidori more than he should which at that time was only 2 times. When sauske asked what we happen if he forced it....the answer was he would basically drain all his chakra and die. Kekashi informed him that the most he could do it was 4 times in one day.
Therefore my reasoning on this ......the same as with naruto is that Sauske has gotten much stronger and so I am merely estimating 2-3 times what he could do before, which is where the 5-9, times per day max. Also when you look up the Narutopedia under chidori it explains why it is a less than perfect jutsu (althought it is very powerful). Any way considering that Suaske developed it to an ultimate form to finish off (or so he hoped) his brother Itachi, namely Kirin, which just about completely exhausted his chakra, thus my point that chidori cannot be used all day long like rasengan.
Now if you have notes or references to the contrary that I missed I would be grateful if you could share them with me.

(Kirin is an extremely powerful, one-shot lightning technique created by Sasuke Uchiha. The user draws lightning directly from thunder clouds to supplement the power of his or her strike and controls it with chakra. Due to the technique using natural lightning, which travels at 1/1000th of a second according to Zetsu, it is one of the most powerful lightning techniques. However, the preparation time required also decreases the technique's efficiency; if there are no active thunder clouds the user must create them by using fire techniques such as Fire Release: Great Dragon Fire Technique to produce the necessary storm conditions; Sasuke also used the heat of Amaterasu to assist the storm creation. Doing this exhausted Sasuke's chakra supplies.)
So unless it is a very cloudy rainy day this isnt the best ultimate option necessarily.
