From what i think that sasuke read some interesting and secret things in that scroll that orochimaru knows and he is now going to meet orochimaru because if orochimaru knowns this much which is in this scroll then he probably knows more secrets as well. Moreover,i belive that tobi is now going to summon an imperfect juubi because now he has full chakra of the seven tailed beast and some of eight tails collected from his tentacle and some of ninetails collected from the gin kin brothers and as for madara maybe he didn't want to fight with kages anymore.

I think the scroll contains the edo tensei jutsu and Sasuke needs Oro to help him use it to summon the all knowing one whom I think its either the SOP6 or Madara/Hashi.:flaw:

From there Sasuke is planning to learning about the moon jutsu hence the fish-boy said they can rule the shinobi world....

As for Oro I he's dead but his spirit still lives.
