Now I have a theory about all the speed/body flicker (teleportation)/FTG thing.
Ok we all know that speed is just the capability of a person to move fast, the faster he can move the more speed he has. Now about the body flicker also called teleportation. According to Shino it is just high speed movement. When Hanzo uses the body flicker technique (the "technique" part is important) he made a seal with his hands, suggesting that he had to focus his chakra and use it. Now why is that? Probably because the basis of the technique is increasing your speed to an absurd degree where normal, probably gifted and maybe even no shinobi can't track it, but it is not the speed you move with naturally without using any chakra to increase it. And as for the FTG it is a space-time technique which has nothing to do with speed, it moves you through space. I have a theory that the "time" part in "space-time technique" is simply an indicator that it is an instant reallocation of an object/person from one place to another, if it was simply a "space" tech that doesn't necessarily mean that the result would be instantenious (I don't care if I've misspelled this word).
Kisame in my opinion couldn't have absorbed Naruto's chakra due to some reason we don't know. After all if he could do it without some preparation why didn't he absord Killer Bee's chakra while Samehada was on his back the instant he got found out and then try to escape, that way he would be weakening Killer Bee and somewhat assuring his escape.
As to Minato, all I am going to say is that I clearly remember Kakashi stating that Rasengan was an incomplete technique, because
Minato was planning on adding his wind chakra to it but did not succeed in doing that while he was alive. So I am assuming he at least had wind chakra and some above basic control of it, or he would not have hoped to successfully add it to rasengan if he could not control the element as well as the shape manipulation.
