And who said, that Sai reported about Madara? Kakashi advised him to report to danzou about naruto only the fact, that naruto haven't made a move yet. That's why danzou sad that it was only an update.

If you look back manga 455 pages 14 & 15, Kakashi told Sai to inform Danzo about Madara. So, its 99.9% probability that Sai reported about Madara. About Naruto not leaving Konoha is a different thing.

Its a difficult question to answer. There can be many ideas

I guess during the fight between the first and madara, madara at that may not obtain his teleportation/swirl(?) justsu. If he had that technique, madara may even defeat the first. So, that is why J man said minato was the strongest hokage.

out of the three eye techs, apparently the Byakugan is the weakest (according to the manga). Naruto defeated the Rinnegan which was supposedly the strongest, but do you think he could defeat the Sharingan?

Naruto defeated Neji (byakugan), nagato(rinnegan) & sasuke(sharingan) before Sasuke left Konoha(though there was no clear cut conclusion, but it looks like he will beat him, had not Kakashi interrupted them). But Naruto loses to Itachi and Sasuke(Shippuuden). So, i say its not the eye tech that determines the winner. What really determines is the one who use the eye techniques.
If we consider one example, only a few uchihas are able to use MS. So, among the uchihas, there will be a great difference in skills and techs they can apply. Its something like student in a class, where there are a some who are really good while some who are not that good but receive the same level of teaching.

i agreed with you. when neji fought against hinata, kakashi said that byakugan could see the tenketsu, the points who control the chakra's flow, a thing that sharingan can't see. he implied that byakugan was better that sharingan but the manga shows only the power of sharingan, who implies that sharingan is more powerful than byakugan. what's the conclusion are they weaker than what kakashi told?

What kakshi meant when he said that is the byakugan is stronger at seeing chakra and a long range will the Sharingan is basically a battle eye.

Gaara: They are collecting the Bijuu inside them. For what purpose, I don?t know.
Raikage: How can you know that?
Gaara: I was a Jinchuuriki once (the Kages faces turn to Gaara). They took me from Sunagakure and extracted the Shukaku that dwelled inside me. I wouldn?t be here if it wasn?t for my village, with the help from Konoha. (bows his head a little for Danzou)
Raikage: Is that so? I wouldn?t be so fond of the Leaf, because one of its missing nin will do the same thing with my brother (stares at Danzou with a menacing glare)
Danzou: Are you accusing me of this incident?!
Raikage: You?re not the only one that doesn?t take care of their missing nin?
Tsuchikage: What in hell are you implying?
Misukage: Those are serious accusations you?re delivering, Raikage.
Raikage: Oh? from the data my ninja collected about Akatasuki, every village here besides mine has at least one missing nin that became part of that group: Sasori from Sunagakure, Deidara from Iwagakure, Kisame and Suigetsu from Kirigakure, and the biggest offender here, Konohagakure, with Orochimaru, Uchiha Itachi and Uchiha Sasuke. If you Kages did take care of their missing nin, Akatsuki wouldn?t be such a big threat, or even existed at all!

And all Villages, except the Sand, will also bring to justice Sasuke of the Leaf. This operation will begin in seven days and the primary target will be Amegakure. This summit is now concluded. (everyone leaves the table, Raikage approaches Gaara)
Raikage: You know, Kazekage, it isn?t too late to change your decision.
Gaara: I?ll not change my mind, as much sorrow as it gives you.
Raikage: Hmmph. You know what is best for your village, but don?t come to the Cloud begging for help.
Gaara: I?m sure I won?t need any. (they separate)

(Sasuke Scene)
(The group is hiding in a secretive high point)
Suigetsu: Now that?s good.
Karin: How can you say it?s good?! Our heads are on the line!
Suigetsu: More people to fight with!
Karin: You reckless knucklehead!
Sasuke: Stop it. Don?t lose focus on what we have to do.
Karin: R-Right!
White Zetsu: At least they don?t have information on Tobi. As long as he remains unknown, the better. (Sasuke grumps)

(Danzou Scene)
Danzou: Torune, get back to Konoha. Declare Naruto, Kakashi and Yamato missing nin.
Torune: Yes, my lord. (he vanishes away)
Danzou: (gives the scroll to Fu) Get rid of this scroll. In the wrong hands, Konoha might be the next target of other village?s wrath.
Fu: Yes, Hokage-san. (vanishes away too)
Danzou: (thinking) So, Madara is alive. I haven?t heard that name in quite some time. So you came out of the hole you crawled all these years? This will be interesting.

1. Purely speculation on my behalf, but judging by tobi/madara's techniques (it's like his body isn't there), maybe tobi is one of madara's techniques and danzo is actually the madara using that technique. That's the difference in their physical attributes (arm/leg). Not to mention Danzo could just be putting on a show.

2. Remember the story of "the valley of the end"? Madara was defeated for the title of Hokage. He wanted to be the hokage, but he was defeated and because of that, he became the Mizukage to further his ambitions. If his ambition is to rule the world then he'd have to wag the dog until he takes his seat at the head of all the nations.

3. If Danzo is madara, then he'll know that Sasuke won't be captured or killed easily. He probably issued the execution order to get Naruto worked up so that he would leave the village and could be captured without Danzo/Madara giving himself away. Itachi also said that Madara is a shell of his former self, meaning that his body isn't suitable to fuse with gedo mazo. Why would he want to give all the power to sasuke, whom he can't control completely? Madara probably plans on stealing his eyes or his body or something creepy like that.

4. If Danzo and ROOT kidnapped Naruto, he would be giving up his chance to manipulate konoha because he would be found out rather quickly. Especially with kakashi sticking his nose in everything.

Then again, Danzo could also be Uchiha Fugaku. It sounds like Danzo's brutal tactics to have his own son destroy the entire clan, even get cut up himself, in order to conceal himself in the Konoha government. That would explain Danzo's scars and lame appendages. He also bears a slight resemblance to Fugaku. Take a look at Naruto Manga 400 page three. If he's an Uchiha, then he's definately kahooting with Madara.

first remember minoto said tobi was attacking village and minota via kyubi(senju and fourth didnt fight face to face)

Kakashi: There?s no stopping you from that, is there, Naruto? (Naruto smiles) Thought so? well, take care!

Danzou: (thinking) So, Madara is alive. I haven?t heard that name in quite some time. So you came out of the hole you crawled all these years? This will be interesting.
