Naruto had to TRAIN to control that chakra. as a matter of fact, narutos entire life DEPENDED on controlling that chakra, and when he lost control, the fox took over and he would lose consciousness.

The bijuu cloak was handed to him because kurama and naruto became friends. but the kcm form was trained for, in fact, he had to FIGHT the nine tailed fox in order to fully control his power!

The original seal allowed a small amount of the Nine-Tails' chakra to always mix into Naruto's, but the additional seal disturbs this, preventing Naruto from using the Nine-Tails' chakra or even controlling his own chakra properly. This is because an odd-numbered seal creates an imbalance when placed on top of an even-numbered seal.

It has already been established that Lee traines. hard, they all trai-- I just realized how pointless this is. sorry id like to debate more but ive other things to do.
