Naruto vs. Sasuke will always be a draw no matter what. Because kishi said it in an interview, "they both are at the same level". And I think that he is sticking to that:
Naruto got rasengan = sasuke got chidori
Naruto after wind training = sasuke after oro's training
Naruto SM = sasuke MS
Naruto KM = sasuke EMS.

Ems is the same as ms but the level of the powers is much better without any blindness risk. That means unlimited and better amaterasu, better tsukuyomi and all that stuff without any problems. And ems can see in darkness.

They indeed are equal but how they fight depends on it all. But for the most part I'm not sure entirely because we don't know the full capablities of sasuke's fully developed susanoo. Sure we know the bone version but with the armor as well it has more defense but how much more we don't know and sasuke seems to be able to add amterasu with susanoo's moves but the extent we also don't know. >.<
