So far,Naruto is the most successful Kage of NV as his way of peace hasn't give birth to any hatred.Naruto introduced the method by which global peace can be achieved even without the distribution of bijuus.

You can blame naruto for these threats when the naruto's system is creating the hatred just like Hiruzen's method gave birth to uchiha massacre,3rd ninja war.Aliens coming out of nowhere has nothing to do with naruto's system.

When you say that naruto's method of peace failed then it means naruto's method of peace failed to prevent the rising of hatred and eventually the anti governmental organizations.We can blame naruto for these threats only when the naruto's system is creating the hatred just like previous hokages.

In the Last's case,Toneri came from the moon and it has nothing to do with naruto's method of peace.Naruto's way of peace didn't give birth to toneri.

In the case of Boruto the movie,Otsutsuki brats came from out of nowhere.They also had nothing to do with naruto's way of peace.

In the boruto manga,Shin was thinking that he is following itachi's footsteps which was a false interpretation of itachi's actions so even this has nothing to do with Naruto's method.

Hashirama's way of peace also had flaws i.e. every village was under the constant threat of being attacked by other village's tailed beasts.During the era of hashirama,Tailed beast was used the same way as the nuclear weapons.That was the not the true way of obtaining peace even though it produced good results for the short term.Hashirama's method gave birth to madara hence it gave birth to obito and other stuff.

Tobirama's methods were also false as it was proved many times.Tobirama's system of peace gave rise to dissatisfaction among uchihas which eventually result into uchiha massacre.

Hiruzen's method gave birth to uchiha massacre,3rd ninja war (hence nagato and origination of Akatsuki).Hiruzen's method of peace gave birth to Sasuke and orochimaru.

Minato's method was also a dead end.Minato's method of peace created Tobi and caused naruto to bear the hatred of the villagers.

Tsunade's method failed to stop danzo and she was not able to stop sasuke.Her failure to capture rogue ninja like sasuke could result into a war against kumogakure.Tsunade was relying too much on Jiraiya.

In contrast to other hokage's methods,Naruto's method of peace gave birth to no villain as i proved above.In naruto's time,Bijuus are freely roaming and Naruto made Rogue ninja like sasuke ,who had done some villainous acts before,his partner.

Naruto proved that there is something as a true peace exists.Naruto's method is the only way to achieve it.Even if naruto dies,His method can still lead to the true peace U_U.

Debunking the claim that Naruto failed against Kawaki:

Kawaki is against all ninjas.His thinking is the same as kaguya which is to put an end to ninjas.Therefore,Kawaki is not a result of Naruto's system.

However,things about kawaki is still unknown so you can't conclude anything by just reading 3 pages.U_U
Its highly unlikely or impossible that naruto is dead.There is no way that naruto and sasuke would let anyone to destroy konoha.

Its still unclear that naruto is dead and the village is really destroyed.All we saw is that boruto and kawaki were standing on the hokages monuments.This is not wise decision to conclude anything just over it.

The only logical reason I can come up with Kawaki's statement of Naruto being died is either.

#1 Naruto was made to run and he is now in hiding most likely injured, and dying

You missed Kakashi, at least mention him in the Hokages.
And Minato didn't live long enough to prove anything, adding the fact that 3rd was alive and Elders were involved in the decisions just as they're in 3rd's reign and tried to meddle in Tsunade's time.

But yes, considering Naruto's way is refined and rectified form of Shinobi & Village ideology of Hashirama and he has a good and reasonable adviser unlike Tobirama who hated Uchihas so much, he did better than anyone.
Note: Tobirama is still such a badass and awesome character, on my fan list he's obviously 2nd best Hokage after Kakashi...uttahere:

Last time I checked it was Sasuke's job to forsee threats from the Ootsutsuki. In other words his job is to travel to far away places away from Konoha, but If blaming Sasuke puts your little fanboy heart at ease then by all means do so :wesobi: You are simply looking for someone to blame so Naruto doesn't look bad, but it's the Hokage's job to protect the village. That responsibility falls squarely on Naruto's shoulders and no one else's.

Ergo Naruto failed dear boy accept it


EDIT: Unless Naruto died making sure the villagers got out safe. A village is just a place after all the ppl are what matter.

So if Naruto was able to get the majority of villagers to safety before the destruction took place then he fulfilled his duty as Hokage
